This is kind of like Fling, but a little more flexible because if your creature has higher toughness than power it can survive

Certainly the Cloud can be oppressive and it will straight up end the game if you get to land a good one but it is not something you can just throw in some mana rocks and have reliably do what you want like Upheaval
