I think you end up with a decent rate when you cast this card, one that means you wont feel bad about playing it
Especially in kindred decks you can run into the problem of dumping your entire hand onto the table and them being board wiped, and this not only lets you cast some bigger things before the wrath happens, it also reloads you for afterwards
Its cost makes it almost unplayable in other formats outside of Pauper, but it was a very solid creature in mono-black decks when it was Standard-legal
Its upkeep trigger is to exile the top card of one opponent's library and you can play it with any mana you have
