For best results in tuning a list, a combination of a checklist, playtesting, probability math, and (most importantly!) playing cards you that find enjoyable is the way to go
That last part might be better without S-Force in a different deck, but frankly I cant find a shell that fits it as well as the plucky security officers

The best card draw and mana creatures in Borehold are tried and tested, and splashing out on a Tataru Taru, Esper Sentinel or even a Wheel of Fortune can help to make the deck a lot stronger and more consistent
Another card that is required to end a game that could otherwise go on forever
That means you can play this early for its permanent effect, and probably feel pretty good about that, or you can save it for later and help your cause substantially
